Mike, not sure when you were originally in Spain. I've been to Barcelona a couple of times since 1992 (port visits while on Navy deployment). It seemed dirtier in general (as far as the country went) than my ZAB time back in 75-78 but then again I never visited Barcelona itself back then. I think Grafitti is just a sign of the times...its happening all over. Drinks prices in Barcelona? Depends on where you go haha...I had a hole in the wall bar I liked during our visits (back down some side streets from the main drag) and they weren't bad there. Overall that particular city had some major inflation after hosting the Olympics that probably never truly died back down to "normal". They are still riding on those coat-tails with tourists looking at Olympic sites etc.
